Tender Exercise

PPKASTURI2 will be conducting an open tender for the following services. Residents and the general public are invited to participate in the tender exercise by filling the tender forms available at the secretariat.

1. Tender No: 1012-0001 (Managing Agent Services)
To be the managing agent of Taman Segar Perdana - Kasturi2 with effect from 01/04/2011 and expires on 31/03/2012 and to provide the following services:

  • to supervise security / guard services
  • to generate maintenance invoices biannually for PPKASTURI2
  • to dispatch the invoices to residents of KASTURI2
  • to collect and deposit all monies related to maintenance invoice into PPKASTURI2 bank account and to issue receipts on the monies collected
  • to supervise the cleanliness and maintenance of existing landscape and infrastructure of Taman Segar Perdana - Kasturi2
  • to provide weekly / monthly management reports to PPKASTURI2
2. Tender No. 1012-0002 (SecurityServices)
To provide security services for Taman Segar Perdana - Kasturi2 with effect from 01/04/2011 and expires on 31/03/2012 and as per terms and conditions attached.


3. Tender No. 1012-0003 (Cleaning Services)
To provide cleaning and maintenance services for Taman Segar Perdana - Kasturi2 with effect from 01/04/2011 and expires on 31/03/2012. To ensure the cleanliness of Taman Segar Perdana - Kasturi2 at all times including removal of rubbish from the garden, clogged drains and daily sweeping of all roads.

Signage - Taman Segar Perdana (Kasturi 2) or The Royale

It has become very inconvenient for the residents and general public to identify our garden as the existing sign "Taman Segar Perdana - Kasturi 2" has been replaced with a new sign called "The Royale". The replacement has caused an all together disappearance of our garden name. Recently the Jabatan Bomba dan Penyelamat also faced difficulty in locating Taman Segar Perdana - Kasturi 2. Taking into consideration of the inconvenience caused, PPKASTURI2 requested the developer to restore our garden sign board immediately as well as made an official complaint with MPKj for their immediate action.

PPKASTURI2 Hardcopy Newsletter

PPKASTURI2 is pleased to announce the availability of its hardcopy newsletter to all the residents. You may find at your letterbox or delivered to you by the respective leaders. PPKASTURI2 made the newsletter in hardcopy to also enable non-online readers to enjoy reading. You can also collect the newsletter personally from the secretariat.

Guarded Community Scheme (GCS) at Kasturi 2

PPKASTURI2 is pleased to announce that the much awaited implementation of Guarded Community Scheme (GCS) at Kasturi 2 will be on March 31st, 2011. As per the Housing and Local Ministry guidelines on GCS only a resident association (RA) is allowed to manage and operate a GCS in any housing scheme.

PPKASTURI2 submitted its formal application to Majlis Perbandaran Kajang (MPKj) on June 7th, 2010. In return MPKj requested PPKASTURI2 to put up a banner at the main entrance to inform the residents on the implementation of GCS by PPKASTURI2 and to submit any objections by residents to MPKj within 21 days. There was NO objection from the residents of Kasturi2. Subsequently MPKj replied officially on August 11th, 2010 that MPKj has no objection on the implementation of GCS at  Kasturi 2.

With the official reply from MPKj, PPKASTURI2 then notified the existing service provider – TSP Management Sdn. Bhd. of PPKASTURI2’s intention to manage the GCS on its own. TSP Management Sdn. Bhd. will cease its management services with effect from March 31st, 2011. Thereafter PPKASTURI2 will manage and operate the GCS at Kasturi 2. As such PPKASTURI2 being the new manager and operator hereby seeks full co-operation from all the owners and residents of Kasturi 2. With the support from all the owners and residents PPKASTURI2 is confident to provide efficient services to the residents of Kasturi 2.

The maintenance charges will remain the same at RM80 (Eighty Ringgit Only) per month and PPKASTUR2 will be issuing its invoice of management services in January 2011 for the period from April 1st, 2011 to September 30th, 2011. PPKASTURI2 hereby requests all residents of Kasturi 2 to pay promptly. Payments should me made preferably by cheque, however cash is also accepted. Please make payments to the respective road leaders as they are also appointed by PPKASTURI2 as collecting agents or directly to the secretariat.  Payments by cheque should be crossed and made payable to “PERSATUAN PEMILIK DAN PENDUDUK TAMAN SEGAR PERDANA (KASTURI2)”. Upon making your payment, please insist on acknowledgement of payment from the road leader or the secretariat. Subsequently an official receipt will be issued that is signed only by the treasurer and/or chairman of PPKASTURI2.

Respective road leaders are your voice and contact persons at PPKASTURI2. Road leaders will ensure that all information from PPKASTURI2 reach to you promptly and effectively. Please contact your road leaders for further assistance.

M.O.T – The Memorandum of Transfer

The Memorandum of Transfer (M.O.T) is ready for execution  after many reminders both verbal and written by owners and PPKASTURI2 to the developer. Please execute the (M.O.T) before  March 31st, 2011 as there will be a penalty imposed by the land office after the 12 months grace period

Recycling Activity

As a caring society PPKASTURI2 is continuously emphasising on the recycling activity. Currently the activity is done once a month and the response from residents is very good. PPKASTURI2 encourages more residents to participate and be concerned towards our environment

Ownership Information

PPKASTURI2 requests the current owners of property at Kasturi 2 to update their ownership information on the form provided in the newsletter to enable PPKASTURI2 to update its database and to correspond with residents accurately. Updated forms should be submitted to the road leader, the secretariat or drop it at the box available at the guard house.

Parking at Taman Segar Perdana - KASTURI2

PPKASTURI2  believes that parking of vehicles is part of our daily lives and proposes the following measures to be adopted by all residents that is convenient to everyone at Kasturi 2 :-

  • Do not park in front of your neighbour’s house
  • Preferably not to park your vehicle in an obstructing manner in front of your house as the roads at Kasturi 2 are designed to have only two vehicles to cross parallel at any one time.
  • Do not park at road junctions as this may cause non-visibility and obstruction to ongoing flow of traffic.  
  • Do not park at back lanes as the lanes are also meant to be used for emergencies entry and exit. 
  • Please advise your visiting relatives or friends to park their vehicles in appropriate locations and not to park on already designated bays especially your neighbour’s bay.
  • Please report to the Guard House of any vehicles that are suspicious, without TSP sticker or entry pass.

PPKASTURI2 welcomes residents who have yet become members to join PPKASURI2 as soon as possible. Member residents are also invited to provide any suggestions and improvements to Kasturi2 . Please fill in the respective form provided and submit to the road leader, the secretariat or drop it at the box available at the guard house.

CHAV briefed that the LYL letter has been sent and a followed up call was received from Mr.Loo of LYL. Mr.Loo suggested that a meeting can be held upon his return from overseas. However CHAV informed that the meeting is yet to take place and will follow-up with another letter to confirm the urgency of the meeting.

Hearsay about the beautification at the main entrance

Dear residents please be informed that myself and David have met with a site-engineer of LYL on September 7th, 2010 at the main entrance. He shared with me the following, however it is hearsay as there is no official confirmation:
  • the existing two pillars are removed permanently and leveling of the walls to a lower height to provide better visibility of the garden
  • a water fountain is being constructed at the far right of the entrance
  • better landscaping for pleasant viewing
  • signs will be placed on the wall inside the main entrance
  • creepers will be planted to cover the existing walls for greenery
  • guardhouse will be upgraded with a single roof and glass panel walls for trendy look
  • access cards will be replaced with something similar to "smart tag", vehicles no longer required to wind down windows and swipe as the new device will be detected 3 meters before the boom gate
  • bamboo trees planted inside the garden will be replaced with new plants
  • inter-locking floor tiles at the main entrance will leveled using road roller

New guidelines for gated, guarded housing areas in effect immediately

PUTRAJAYA: New guidelines for gated communities and guarded neighbourhoods will be implemented with immediate effect, Deputy Prime Minister Tan Sri Muhyiddin Yassin said Thursday.
These include a specific height for fences and a permanent guardhouse with security personnel manning the area around the clock for gated communities, while guarded neighbourhoods must ensure that boom gates and guard posts are temporary structures which can be removed if found unsuitable by the local authorities.
However, existing gated communities and guarded neighbourhoods have been exempted from having to follow the guidelines.
"Local authorities will approve the gated community concept by developers or guarded neighbourhoods proposed by residents' associations only if all points stated in the guidelines are met," Muhyiddin told reporters here after chairing the National Council for Local Government meeting. Read more . . .

Follow-up to Letter sent to LYL (1. meeting with LYL, removal of bamboo trees & 3. other matters arising.)
CHAV informed that there is no official reply to PPKASTURI2’s letter from LYL on seeking cooperation as well as to a meeting to discuss matters arising. LSSE informed that David managed to speak to Dato LYL and he promised verbally to remove the bamboo trees and rebuild the existing guardhouse. Committee agrees that a verbal confirmation may not be sufficient therefore requested CHAV to issue a reminder to LYL.

Letter to MPKj to intervene and call for meeting with LYL

CHAV suggested that looking at LYL’s poor or no response to PPKASTURI2, an official letter to be sent to MPKj requesting their assistance to intervene and instruct LYL to attend a meeting with PPKASTURI2 and to resolve all pending issues,
